January 18—Nationwide. Begin Sign-up period for 20th Conservation Reserve Program. This federal program pays landowners to plant and maintain trees for 10 to 15 years. Past participants have received about $45 per acre per year in Alabama. Planting longleaf pine qualifies participants for a 50% bonus in about 2/3 of the state. The sign-up ends February 11. January 20—Nationwide. Deadline to submit comments on EPA’s proposal to require NPDES permits for forestry activities such as tree planting, site preparation, prescribed burning, and timber harvesting. Send your comments to Ms. Carol Browner, Administrator, EPA, 401 M Street SW, Washington, DC 20460. Because you asked them to, all nine of Alabama's Congressmen have signed and sent a letter to EPA requesting that agency officials reconsider their August 23rd proposal. Therefore, even though our background information urges you to write your Congressmen, don't do it. Write a letter to EPA's Carol Browner. The background information will provide you with useful information.  It's probably a good idea to send copies of your letters to your Congressmen, however, so they don't forget their commitment to the interests of forest owners.

June 30—Montgomery County, Alabama  9 AM. Oral Argument in United States of America v. Ocie and Carey Mills before the United States Court of Appeals for the Eleventh Circuit. Ocie and Carey Mills were fined and jailed for putting several truck loads of clean sand on their own land in Florida. The Mills received conflicting reports on whether or not the site was a wetland. The hearing will be held at the United States Courthouse in Montgomery. The Courthouse is located at 15 Lee Street, and the hearing will be held in the fourth floor courtroom.
